Network Evaluation

External Evaluator for the TULIP project

Mr Kari Seppälä, Director of the Centre for Extension Studies at the University of Turku.

The Ministry of Education named the University of Turku as one of the four universities providing high quality adult education in Finland 2007-2009. The Centre for Extension Studies delivers open university courses, continuing professional development and regional development programmes as well as a professional congress office.  CES has been active in various international projects with the emphasis on academic lifelong learning, quality enhancement, regional activities as well as open and distance learning.

Kari Seppälä has worked in administrative and managerial roles in academic LLL from the early 1980’s. His experience covers the main sectors of university adult education in Finland including continuing professional development, open university education and regional development programmes. He has been involved in research and development projects in the Ministry of Education and in quality work in The Finnish Higher Education Evaluation Council. In 2006 he was elected the President of the national University Continuing Education Network UCEF.

Mr Seppälä has been involved in several institutional, national and international roles in quality management and evaluation projects:

• Member of the planning group for the selection of Finnish quality universities of LLL in Finnish Higher Education Evaluation Council 2005
  
• Project Manager in the Ministry of Education in 2002-2003 (“Preconditions of CPD”)
  
• Project Manager in FINHEEC 2001-2002 (National evaluation of open university)
  
• Researcher of UCE for the Ministry of Education 1992-1993 (National overview)
  
• Task Force leader in the EQUIPEPlus project 2005-2008 (LLL indicators)
  
• Task Force leader in the EQUIPE (European Quality in Individualised Pathways in Education) project 2002-2005 (EQUIPE Quality Learning Tool)
  
• Member of management group and evaluator in ODELUCE project 2001-2003
  
• Evaluator of ALPINE (Adults Learning and Participating in Education) project 2001-2003
  
• Member of EUCEN Quality Task Force from 2000

Evaluation

The evaluation of the project has commenced with a web-based questionnaire for all individuals working within the partnership to complete. The aim of this 1st questionnaire is for partners to reflect on how to develop the network and a 2nd one will include additional questions to see how these ideas have been addressed.

Questions are divided into sections to include the motivations of partners for joining the network and how to embed the activity within their own organisations. The focus is not on administrative issues but on key areas of importance for them in working in the project.

The analysis of the answers to the questions will allow the evaluator to review the core aims of learning, networking and development that are being achieved by the partners and stakeholders over the life of the project.
